Do I Need Council Approval to Replace My Roof in Queensland?

For most Bundaberg homes, no — but there are two genuine exceptions worth checking before you commit to a quote, not after.

The general rule: like-for-like is maintenance

Replacing a roof with the same or a very similar material — tile for tile, metal for metal — is typically treated as routine maintenance by Bundaberg Regional Council, not development requiring approval.

Exception one: flood-prone land near the Burnett River

Following the January 2013 flood, Bundaberg Regional Council maps flood-prone land through the CBD, North Bundaberg and other low-lying areas along the Burnett River. A standard like-for-like reroof on these properties usually isn't affected, but if your project goes beyond that — raising the roofline, building underneath, altering the floor level — it can trigger the flood overlay and need sign-off first.

Exception two: cyclone wind-rating requirements

Bundaberg sits in cyclonic Wind Region C, which sets minimum tie-down and fixing standards for roofing work regardless of council approval. This isn't a planning-approval issue in the same way flood mapping is, but it's a compliance requirement worth confirming with your roofer — an older roof re-sheeted before current codes applied may need its tie-downs upgraded as part of the job.

If your home is in the CBD, North Bundaberg, Millbank or another suburb close to the river, a quick check of Bundaberg Regional Council's flood mapping before committing to a quote avoids an unwelcome surprise partway through the process.
